III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the inspection. Comments <br />also describe any enforcement actions taken during the inspection and the facts of evidence supporting the enforcement action. <br />Carry-over Items of concern: None. <br />HYDROLOGIC BALANCE: There were patches of snow on site, continuous at higher <br />elevations. No surface runoff was observed from reclaimed areas. The only <br />sedimentgtion pond with discharge was Streeter Pond (001). Discharge was clear. <br />Primary spillways of Gulch A (004) and Prospect (007) ponds were clear and <br />functional. Two culverts, "K" and "M" may need cleaning in the near future, as well <br />as the best management practice sediment sump on the haul road below culvert <br />.,K.. <br />BACKFILL & GRADING: Overburden and inter-burden was being hauled from the <br />West Pit and backfilled into the East Pit. <br />EXPLOSIVES: The sites of both seismographs used to monitor air blast were visited. A <br />photograph was taken of the Wilson Creek site. This site is located on the east side of <br />Moffat County Road 51, approximately 5.3 miles south of the intersection with Moffat <br />County Road 32. This photograph, as well as others taken during this inspection, are <br />on file at the Division of Minerals and Geology, and a copy transmitted to the <br />Operator. <br />GENERAL MINE PLAN COMPLIANCE: Operations were in compliance. Coal was being <br />taken from the West Pit, hauled to the primary crusher, and then to the Gossard Rail <br />Loadout, or by truck off site. Final preparations were being made to start high-wall <br />mining in the East Pit. <br />FISH & WILDLIFE: Herds of elk were observed on the East Pit reclamation and at <br />undisturbed areas at lower elevations. Deer were observed in undisturbed areas at <br />lower elevations. Antelope were observed just off the mine site to the north. <br />EXCESS SPOIL & DEVELOPMENT WASTE: Hot spots were observed on the north side of <br />the West Pit Fill. These areas need to be worked to prevent combustion of organic <br />materials in this fill. <br />SPECIAL CATEGORIES OF MINING: Preparations for high-wall mining were nearly <br />complete. There were some repairs underway at the time of this inspection, but <br />initiation of mining is imminent. Three pictures were taken of the high-wall miner <br />equipment. <br />C-S7-019.
