III. COMMENTS -COMPLIANCE <br />Below are comments on the Inspsctlon. The comments include discussion of <br />observations made during the inspection. Comments also describe any enforcement <br />actions taken during the inspection and the facts or evidence supporting the <br />erforcement action. <br />This was a complete inspection of the Marr Strip Mine that was conducted in phases. <br />The badart and Pit 1 were inspected on June 15, records wero checked at Montgomery <br />Watson in Stearnbost on June 17 and ttrs°main mine arse, facNitles and the 720 Area <br />were inspected on June 18, 1999. Jim Mosarlerl was on site the 18". Recent rains <br />created muddy conditions on June 15. On June 18, the ground and roads were moist <br />due to mina the previous day. AU areas were acassibk by jeep and/or walking. <br />AvaNabllhv of Records <br />Records were dbclaed at the Montgomery Watson Office on Thursday, June 17. See <br />attached checklist. Records are up to date. <br />Ronda <br />Roads were wet and nlrrddy on both the 15'" and 18'", ahtrough they were passable. <br />Some stbrtdirq water was in the road drtt~+es, but the drainage was good. The wlverts <br />were clear. Roads have been maintained and were in overag good condition. <br />Flvdroloaic Balance <br />Ponds were checked on the 18'". Pond G was dry. Ponds A, B, C, D, E and F were <br />holdup water, a smeN trickle was diachargirp from Pond E. No other ponds were <br />disdlargirp. <br />The drainage ditch ktadirp do Pond E has eroded and needs some maintenance. <br />Perrrrenertt drainage ditch PD-1 held up weR over the winter, little additional erosion wan <br />observed and vegetation is esrebYsfting in the ditl:h. Ditch PD-2 is in good corrdiition. <br />Backfiflirtg sad Gradino <br />The smep stump at Ph 1 did not progress much over the wbrter. K appears stable. <br />The gul4ea in the older redarnatlon area above Pond D have not yet been repaired. Jim <br />Mossmen said he plans m do some work on them soon, when the oorrditiona are fully <br />dry. Arrotller irrterrnitterrt gully was observed on the redaimed slope, east of the <br />haulroad in the drainage kisdirp to Pond E. In a couple of places, it was approximately <br />18 inches deep, but only a couple of inches in othe-s. There are a couple of spots <br />where it appears there could be active headcuttlng. Mr. Mossman said he would look at <br />it and evaluate what repairs may be necessary. <br />Reveestetion <br />The revegetatlon is maturing and there do not appear to be nearly es many weeds as <br />what 1 observed last summer. In the Pit 1 area, 1 observed numerous forts in flower <br />Including flax, lupine, primrose, milkvetch, and a penstemon. Neither the grasses or <br />several odor forts were M boom yet. Big sagebrush Is coMng in and appears to be <br />fakly dense. Ffinged sage is abundant. <br />
