(Page 2) • <br />MINE ID av OR PROSPECTING ID >1 M-77-140 <br />INSPECTION DATE 11/18199 INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This partial inspection was performed by the Division as abond-related follow up to verify the amount of reclamation <br />activities performed by the operator. The operator was contacted about the inspection and a time was arranged to meet <br />at the site. The operator was present throughout the inspection. <br />The reclamation bond amount for this operation has been recalculated recently. In order to reduce the total amount the <br />operator stated that he would perform a certain set of tasks on the site. These tasks involved the demolition and removal <br />of specific concrete structures (identified as structures numbered 5, 6, 14,and 15 on the bond calculation documents.) <br />The following observations pertain to each of these structures: <br />#5: The concrete slab south of the concrete batch plant conveyors has been demolished and removed from its former <br />location. The area it was removed from has been smooth graded and cleaned up. The resulting concrete rubble has been <br />piled a short distance away, and has not yet been hauled to its final location for disposal. This rubble pile also contains <br />rubble from structure #6 (see below!. <br />#6: The retaining wall south of the concrete batch plant conveyors has been demolished and removed from its former <br />location. The area it was removed from has been graded and cleaned up. The resulting rubble has been piled a short <br />distance away. The pile consists of concrete rubble from this structure and from structure 115. The total volume is <br />estimated to be 133 cubic yards, and consists of pieces ranging from 1 to 3 feet long x 6 inches thick, with some rebar. <br />1114: The retaining wall and slab south of the wash plant has been demolished, and the resulting rubble is left piled in its <br />original location. The rubble pile volume was estimated to be 133 cubic yards, and consists of pieces ranging from 6 inches <br />to 2 feet long x 6 inches thick, some of which contain rebar. <br />J115: The four bins west of the selling ponds have been demolished, and the resulting rubble is left piled in or near its <br />original location. The rubble pile volume was estimated to be 85 cubic yards, and consists of pieces ranging from 1 to 2 <br />feet long x 6 inches thick, some of which contain rebar. <br />The demolition recently completed by the operator serves to reduce the overall reclamation liability of the operation. <br />Obviously, the complete removal and clean up of these areas will serve to reduce the reclamation costs even more. The <br />operator stated that the rubble piles will be hauled away soon, though it is not clear who will take it or to where. He stated <br />that he might utilize the rubble as riprap on an eroding ditchbank on his property south of the permit area. It was discussed <br />and made clear that, until the removal and finish grading is completed, the Division must retain that portion of the bond. <br />Note: On 11 /24!99 the operator contacted this office by telephone to state that all concrete rubble had been removed from <br />the permit area, and the sites generally cleaned up. The operator was asked to please provide photos of these areas, so <br />that the appropriate bond reductions may be made soon, without depending on an inspection by the Division. <br />There were no problems noted and no further items discussed during this inspection.
