III, COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />amended to address any temporary ditch designs that differ from final, permanent ditch <br />designs. <br />Interim stabilization seeding had been initiated in the disposal site area on the day of the <br />inspection. Seeding and mulching was completed on the topsoil stockpile, but has not yet <br />been completed in other areas. Certified noxious weed-free straw mulch was being used. <br />The cover soil stockpile, road fills, ditches, pond embankment and in-slopes, berms, and <br />other disturbed areas with the exception of the excavated area to be filled with waste will <br />be seeded with the stabilization seed mix. The surface of the large cover soil stockpile area <br />was relatively smooth and appeared somewhat compacted on top. The surface should be <br />scarified prior to seeding. Crimping or use of tackifier is strongly recommended to prevent <br />the straw from blowing off, particularly on the long flat topped cover material stockpile, <br />which is exposed to the prevailing canyon winds. <br />Offsite Support Facilities <br />Remedial revegetation had recently been completed at the Loma Loadout. Initial seeding <br />completed in 2001 did not establish successfully. The remedial work was completed during <br />November 2004, and included scarification, drill seeding with a drought and salt tolerant <br />grass/shrub seedmix, and application of straw mulch anchored by tackifier. Postmining land <br />use at the loadout area is Industrial and Commercial. Objective of revegetation at the site is <br />to provide a stabilizing soil cover that will minimize erosion and provide resistance to <br />noxious weed invasion. <br />Topsoil <br />Topsoil was adequately salvaged in advance of initial phase disturbances at the new coal <br />waste disposal site. The new topsoil stockpile at the site has been seeded and mulched. <br />Alluvial subsoil was properly salvaged and stockpiled separately from the topsoil, for use as <br />non-toxic refuse cover during final reclamation of the waste pile. The cover soil stockpile <br />will also be seeded with the stabilization seedmix. Marker signs will need to be placed on <br />both the topsoil and cover soil stockpiles. <br />
