<br />(Page 2) <br />MfNE ID # OR PROSPECTING ID #: M-1980-047 <br />INSPECTION DATE: 09-27-00 <br />OBSERVATIONS <br />INSPECTOR'S INITIALS: GRS <br />This was a general monitoring inspection. The Tosco retort has been removed and the site has been regraded and <br />vegetated. The vegetation is diverse and there is a good cover of perennial grasses. This area has been well <br />reclaimed. <br />Pond #5, the last sediment pond prior to the discharge of surface water off-site, has been cleaned this summer <br />and was dry at the lime of this inspection. Pond#4 was also dry, Pond #3 was receiving water but had not reached <br />the discharge level. The process water dam on Davis Gulch was inspected. It continues to impound water and <br />numerous brown and rainbow trout were observed. Oil shale columbines Aguilegia barnebyiwere observed in the <br />canyon below the dam. <br />The revegetation test plots were inspected ,monitoring is continuing on these study plots. <br />The road and drainage maintenance work is continuing and appears to be well done. The Exxon representatives <br />pointed out the areas where American Soda had constructed a pipeline along their easement , along a portion of <br />Exxon's permit area. American Soda is reclaiming this disturbance. <br />The experimental mine portal and the two main portal mine openings are closed with locked steel doors. <br />It was noted in the 6-13-95 inspection that affected boundary markers were not in place. These markers are now <br />placed along the affected area boundaries. <br />Topsoil stockpiles and most other disturbed areas were vegetated and appeared stable. Some exceptions are the <br />"Coarse ore" valley and areas above this valley where topsoil had been stripped and cuts made into the <br />slopes.Many of these areas had been left in a rough ungraded condition. These locations have little vegetation and <br />are prone to erosion. A discussion was held considering how to stabilize this area without topsoiling or doing final <br />reclamation. A possible approach would be to knock-off the current piles and ridges in some areas and pull cast <br />material up into the cuts, grade and rip the area and hydroseed.
