III. COMMENTS -COMPLIANCE. = `' <br />Below are comments on the inspection. The comments include discussion of observations made.- <br />_ .during-the. inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enfarcemenYaction. - - - <br />This was a partial inspection of the Yoast Mine conducted on May 21, 2002 by Mike Boulay of <br />the DMG. Robert Shevling of Seneca Coal Company was present during the entire inspection. <br />Weather conditions were clear and cool. Ground conditions were dry throughout the majority of <br />the site. The dragline was operating in the Yoast South area at the time of the inspection. <br />Hvdroloeic Balance <br />Sedimentation Ponds 010, 011, 012, and 014 were retaining water at the time of the inspection. <br />- =Ponds 010 and 012~vere•disahaazgiiig-cleartivater- )nlets,-~soTiarge sfractuiss°astd'diiibairlaadnts <br />were in good condition at Ponds 010, 012, and 014. As noted in the previous inspection report <br />(dated 04/24/02), significant erosion has occurred at the inlet to Pond 011. Additional riprap has <br />been hauled up to the inlet of Pond 011. As soon as practicable, please make the necessary <br />repairs to the Pond 011 inlet. <br />Road scrapings that were stockpiled at the Armand Draw road crossing have been removed. The <br />outlet of Culvert YB-6 located beneath the road crossing at Armand Dtaw has been cleaned as <br />requested. Please continue to maintain this culvert to ensure that it functions properly. SCC may <br />consider excavating below the Culvert YB-6 outlet and improving the channel at this location, to <br />reduce sediment accumulation in and below the outlet. Additional grading will be needed on the <br />backslope azea above the culvert outlet. SCC has indicated that this will be completed as part of <br />the final grading of the North Pit area and the Armand Draw crossing. <br />During the previous inspection (dated 04/24/02), it was noted that the Culvert D-4 inlet had been <br />damaged. The inlet to this culvert is now entirely buried with sediment. Please make the <br />necessary repairs to this culvert and flush the culvert out to ensure that it functions as intended. <br />Topsoil <br />Topsoil redistribution was underway in the North Pit area. Three scrapers were being utilized to <br />haul topsoil from Topsoil Stockpile "D" for distribution in the North Pit at the time of the <br />inspection. <br />
