III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the King Coal Mine for the month of February, 1998. <br />RECORDS: Records were inspected and found to be in compliance. Further details of the records <br />inspection can be found on page 5 of this report. <br />HYDROLOGIC BALANCE: The site recieved about 10" of snow which is melting, making the <br />ground very muddy. All culverts and ditches were inspected and found to be clear and capable <br />of functioning as designed. Both ponds had water in them but were not discharging. The ponds <br />are stable and capable of functioning as designed. As soon as conditions are favorable, the west <br />pond will require sediment removal. <br />GENERAL MINE COMPLIANCE: The site is well maintained and erosionally stable. The air wash <br />plant did not function as well as anticipated and will more than likely be removed this spring. <br />EXCESS SPOILS AND DEVELOPMENT WASTE: The waste pile is stable and all water is diverted <br />off the top and into designed ditches. Changes to the piles configuration have been approved by <br />the Division and as soon as the new reclamation bond is in place, construction changes may <br />proceed. <br />
