Persons at the Vickers office, as well as the operator, <br />stated that these sacks have been here since June or July 2001. Close observation of the are condition in the southern <br />group of sacks shows that the too ore surface is weathering to a yellow crust, and the sacks and around surface show <br />staining. There is no berm. no impermeable liner under the sacks and no weather-tight cover over the ore. Contamination <br />of soil and water is a concern with this type and location of ore storage. <br />The operator has not been shipping the ore to a local processing facility, but has been shipping to a distant smelter. Such <br />arrangement required a sufficient area to handle the ore and allow large truck access, both which are available at Vickers <br />Ranch, and unavailable at the mine. The smelter where the ore was formerly sent no longer accepts the ore, and it has <br />accumulated to the present amount. This is not an approved ore storaoe location. but some allowance was made for small <br />quantities for short-term placement. These sacks are not impervious to weather, and must be removed before winter. The <br />operator stated that arranpments are being made with another out-of-state faciliri, and that all would be shipped in two <br />weeks' time. If they are not shipped, they must be removed from this location to another which protects the ore from <br />weathering and leaching into the soil and water. <br />The operator will be Given a chance to remove these sacks from the Vickers Ranch parkins lot, before this situation is <br />considered to be a problem. The operator must remove all ore. and provide written confirmation of that fact. by the end <br />of November. If such confirmation is not provided to this office. inquiry will be made, and this may become a problem to <br />be corrected under more stringent timeframes. This activity is related to the mining operation. However. this location is <br />not within the permit area, and as such, must be viewed differently. If this situation of ore storage at Vickers Ranch is not <br />resolved as suggested. the issue may have to be discussed by the Mined Land Reclamation Board to determine if it is a <br />problem, or worse. <br />There were no additional items observed or discussed.
