~ ~- <br />November I, 2002 <br />Chimney Rock Mine, C-1981-023 <br />Bond Release Inspection, Bond Release SL-4 <br />October 17, 2002 9:00 - 10:30 am <br />Participants: <br />Harry Ranney, Colo DMG <br />Mel Martinez, Landowner <br />Al Lucero, local resident <br />Jerry Koblitz, Greystone Consultants <br />Mike Keegan, Kaiser Ventures (pet7nittee) & son Brian <br />Randy Pair, OSM <br />US Forest Service and BLM were informed of the inspection but elected not to pai7icipate. <br />Weather: cool, dry, sunny <br />All areas of the mine are in reclamation and have Phase I and Phase II bond release. This proposed <br />bond release covers the facilities area and flat valley area (alluvial valley floor) at the South end of the <br />mine. This area is privately owned. The only Federal lands are at the far end of the mine, and will not <br />be affected by this bond release. <br />The building facility area is well stabilized with gravel, and the outslope is adequately protected with <br />loner planted vegetation. The buildings have apparently been approved to remain as permanent <br />structures to support the pasture land use of the AVF area, though they were not addressed in the bond <br />release application. The landowner indicated that he wants them left for his use. An existing well for <br />the structures is no longer in service; it is unclear whether it still needs to be transferred into the <br />landowner's name. <br />The revegetation on the AVF area is generally good, despite this year's drought, except for a narrow <br />access road along the E edge. This has not been approved as a permanent road, and it is unclear <br />whether it was included in the revegetation success samplings. However, it is flat and is not contributing <br />sediment, and the landowner indicated that he wants it left as is. <br />The AVF reference area was examined, and is representative of the AVF area. Mr. Keegan indicated <br />that the AVF area had not been mined; topsoil had been stripped, then they had a coal stockpile and <br />crushing facilities there. So the underlying geologic structure supporting AVF functions was not greatly <br />disturbed (undoubtedly was some compaction). <br />The maps in the bond release application were found to misidentify the location of the monitoring wells; <br />also, some non-disturbed area (at least in the SW corner) was shown as bonded and to be released <br />(which would mean thaf too much bond might be released).
