III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />The RSRDA slopes seeded in November 2002 support a very high density of seeded shrubs <br />and half shrubs, along with good initial grass establishment. <br />A portion of the North Portal Reclamation area (November 2002) supports good first year <br />growth of seeded grasses and shrubs, but a significant portion of the area is essentially <br />barren, with no seeded vegetation or annual weeds. There are surface-salt deposits in some <br />portions of the barren area, and it would appear likely that poor quality soil is the reason for <br />the poor initial establishment observed. <br />The RSRDA soil borrow area was also seeded in November 2002. This site exhibits sparse <br />growth of seeded species, but a relatively vigorous stand of the annual weed Russian <br />thistle. Based on the thistle growth observed, it is likely that soil quality is not a problem at <br />this locatiori, and it is likely that an acceptable stand of seeded species may become <br />established within the next couple growing seasons, giveh adequate precipitation. The <br />noxious species whitetop is present along the margins of this site, and spraying will be <br />necessary in the spring to control the infestation and prevent the spread of whitetop into <br />the reclaimed area. <br />Suooort Facilities <br />The door to the suspended conveyor tube on the east bank of the river adjacent to the <br />paved public road was checked and found to be latched, but not locked. The door should <br />be locked as a safety precaution. <br />
