III. COMMENTS -COMPLIANCE Below are comments on the inspection. The comments include discussion of observations made during the inspection. Comments also describe any enforcement actions taken during the inspection and the facts or evidence supporting the enforcement action. The RSRDA slopes seeded in November 2002 support a very high density of seeded shrubs and half shrubs, along with good initial grass establishment. A portion of the North Portal Reclamation area (November 2002) supports good first year growth of seeded grasses and shrubs, but a significant portion of the area is essentially barren, with no seeded vegetation or annual weeds. There are surface-salt deposits in some portions of the barren area, and it would appear likely that poor quality soil is the reason for the poor initial establishment observed. The RSRDA soil borrow area was also seeded in November 2002. This site exhibits sparse growth of seeded species, but a relatively vigorous stand of the annual weed Russian thistle. Based on the thistle growth observed, it is likely that soil quality is not a problem at this locatiori, and it is likely that an acceptable stand of seeded species may become established within the next couple growing seasons, giveh adequate precipitation. The noxious species whitetop is present along the margins of this site, and spraying will be necessary in the spring to control the infestation and prevent the spread of whitetop into the reclaimed area. Suooort Facilities The door to the suspended conveyor tube on the east bank of the river adjacent to the paved public road was checked and found to be latched, but not locked. The door should be locked as a safety precaution.
