III. COMMENTS -COMPLIANCE <br />Below aze comments on the inspection. The comments include discussiott of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence suppor[ing the enforcement action. <br />General Comments <br />This was a partial inspection of portions of the Roadside Mine facilities and reclaimed areas. <br />Specific locations inspected included both refuse areas and reclaimed soil borrow areas in <br />Coal Canyon, and adjacent disturbed areas along Coal Creek in the vicinity of the refuse <br />areas; the North Portal reclaimed area; upper segment of the reclaimed overland conveyor <br />corridor; the South Portal Facilities area and the RSRDA; the North Decline and Minewater <br />Discharge Site 016; the reclaimed "B" Substation site; and the reclaimed RSRDA Soil <br />Borrow Area. <br />Weather was clear and mild, and site conditions were dry, with no significant precipitation <br />during October. <br />Roads <br />Roads within the areas inspected were properly maintained. Sediment that had been <br />deposited at the inlets of the upper Coal Creek dip section culverts had been cleaned out <br />since the previous site inspection. <br />Also, the water bar in the vicinity of the gate at.the North Decline, below Pond 7, had been <br />reestablished. <br />Hydrologic Balance <br />All sediment ponds and SAE sumps were dry with the exception of Pond 9, which still <br />contained water from the September rains. The Pond 9 water level was approximately 2 <br />feet below the primary spillway elevation. <br />Drainage and sediment control structures were properly. maintained, with only ono <br />exception, noted here. Maintenance concerns noted in the previous site inspection had <br />been properly addressed. The SAE silt fence at the North Portal reclaimed area had been <br />properly replaced, and was functional. However, it appeared that the fence material had <br />pulled away from the upper staple attachments on several of the stakes (probably knocked <br />off by horsesl. The fencing needs to be re-secured. <br />The gullies associated with flex pipe break on the slope below the South Portal bench had <br />been properly regraded. Measures had been taken to secure the pipes on the slope to <br />prevent a recurrence. <br />The Coal Creek riprap transition zone structure in the stream channel near Pond 13 was <br />intact and has fuhctioned as designed. <br />Minewater Discharge Site 016 was functioning properly when checked at 3:30 p.m. on <br />10/27. Discharge was clear, flow was approximately 250 gpm based on a 60 second <br />guage reading. <br />
