III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This aerial inspection was flown on July 27, 2000 by the Colorado Division of Minerals and <br />Geology. No compliance problems were observed during the overflight. The digital images were <br />examined on August 1, 2000. The loadout site appeazed to he dry. <br />Facilities <br />There were several railcazs at the loadout; some had been loaded and some were in line for <br />loading. The line of railcazs had been separated so that the public road was not blocked. <br />There was only a small coal pile on the facilities bench. There were no problems with fugitive <br />dust and no offsite coal was observed. <br />Roads <br />The roads were dry and in good shape. <br />Hydroloav <br />The east pond was dry.
