III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Carbon Junction Mine for the month of June, 2001. The weather <br />is clear and warm. <br />Availability of Records: The records were not inspected due to the building being locked and contact <br />with the resident agent has proven to be futile. Another attempt at inspecting the records will be done <br />on July 10, 2001, at 9:00 AM. Please have someone on site for this inspection. To date, the Division <br />has not received the final waste pile inspection report or any 1~' or 2nd <br />Signs and Markers: The Mine ID sign is still out of date and requires the correct address ,phone <br />number and point of contact listed. <br />Hydrologic Balance: All ditches, culverts and ponds were inspected. Both ponds were inspected and <br />appeared stable and were not discharging. All culverts were clear and capable of functioning as <br />designed. <br />Excess Spoil and Development Waste :The area of the waste pile that was topsoiled is infested with <br />weeds and requires spraying as well as numerous other spots in the coal perrnit boundary. <br />General Mine Compliance: The site needs a sustained weed control program and a person who can <br />come onsite occasionally to perform required inspections and maintenance. Regrettably, the site is <br />degrading rapidly and concern for the DMG program and federal rules is not apparent. <br />WEEDS <br />
