III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Tom Kaldenbach of the Division Minerals and Geology. <br />Jerry Koblitz of Greystone Environmental Consultants, Inc. represented the operator. Mr. Koblitz was <br />overseeing a contractor's installation of rock riprap in permanent gully channels. This work was <br />approved in MR-53. <br />The pennittee has requested Phase III (final) release on the entire site. The file number is SL-5. The <br />bond release inspection was held in September 2004. <br />The ground was dry. With the consent of the operator's representative, this report was issued from the <br />Denver office of DMG. <br />REVEGETATION <br />Vegetative cover appears to have significantly increased on reclaimed azeas since the bond release <br />inspection 8 months earlier. <br />RECLAMATION SUCCESS <br />No new erosional features were evident on the hillslopes of the East Pit azea or west of Stollsteimer <br />Creek in the Barren Ridge area. During the inspection, the operator's contractor installed rock riprap in <br />headcuts and gully channels. The work appeared to meet the design specifications approved in MR- <br />53. The 11 headcuts/gullies were riprapped with angulaz sandstone having a D50 of 1.0 feet. The rock <br />was carried to the slopes with a front end loader and was carried across the slope with a Bobcat loader. <br />The rock was placed and anchored into the slope with a lazge tracked excavator and by hand. New <br />land disturbance was minimized. Tracked areas were not seeded, but the operator's consultant, Jerry <br />Koblitz, told me a final settlement with the landowner includes providing seed for the landowner to <br />spread in the Fall. Photographs of the riprap installations taken during the inspection are attached. <br />
