r <br />x <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />Facilities <br />There was a discoloration of the Highway 133 pavement at the entrances and exits to the train <br />loadout area. However, no problems with fugitive dust were observed. <br />The operator has been taking coal from the top of the highway coal stockpile, leaving ridges and <br />troughs from the front end loader work. No coal was being removed at the time of the inspection. <br />There was still some coal remaining at the main mine site temporary coal stockpile. <br />There were no problems with any of the facilities. The operator has placed a barrier across the <br />storage area just north of the ROM pile. The gate at the West Mine was closed but not locked. <br />The gate at the West Mine fan area was open. Tlie inspector closed the gate. <br />Refuse piles <br />There have not been any recent additions to the West Ridge waste pile: Diversion and collection <br />ditches had adequate capacity. Culverts were functional. Vegetation was very good. There were <br />no signs of erosional or geotechnical instability. <br />There were also no erosional or geotechnical instability problems observed at the old waste pile. <br />Records <br />J <br />All of the records were in compliance, as shown on the attached records checklist. <br />c:\ms97\bowie 1 \insp 1099 <br />
