III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Blue Flame Mine conducted by Tom Kaldenbach of the Colorado Division of <br />Minerals and Geology. This was also a special focus oversight inspection conducted by Henry Austin of the <br />Office of Surface Mining. The special focus topic was: preventing and minimizing offsite impacts from bond <br />forfeiture sites. <br />The ground was dry. The permit for this mine was revoked more than l0 years ago. The site was reclaimed by <br />IML in April 1990. <br />Roads <br />The site was open to public access. The access road was gullied and rough, but was passable. <br />General Mine Plan Comotiance <br />A small amount of discarded debris littered the area, as noted in past inspection reports. The timber and cable <br />guard rail was in good condition. No new erosion problems were evident. No problems were found at the site. <br />Reve¢etation <br />There is fair to good vegetative cover consisting mainly of grasses and a few woody sfirubs. <br />
