III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />The lower Annand Draw drainage was inspected. The rock check dams have silted in, but appeaz <br />to be controlling the erosion in the drainage channel. Until the Neck Pit Area is graded, topsoiled <br />and seeded (2007) sediment will likely continue to accumulate. Five rock check dams in the <br />drainage were cleaned in eazly summer of 2005. It may be necessary to clean the check dams <br />again and at some point in the neaz future reseed the drainage channel bottom. <br />The YPM-12 drainage below Pond O11A was inspected. There have been no changes since the <br />last inspection in June 2006. Abundant Canada thistle was noted in the Pond O11A rock spillway <br />below the pond. This azea should be sprayed to control the growth of thistle at this location. <br />Several newly constructed post mine drainage channels were inspected above Ponds 013 and <br />014. A mixture of lava rock and limestone is being used as riprap. Topsoil has been laid down <br />up to the edges of the channels. In a few locations some topsoil appeazs to have fallen into the <br />channels. This is probably from construction equipment crossing the channel after they have <br />been constructed. The loss of topsoil appeazs to be minimal. <br />Backfill & Gradine and Topsoil <br />Areas remaining to be backfilled and graded include the Neck Pit azea, remaining topsoil pile <br />locations, the main haul road corridor, the facilities/explosive storage azea, and the landslide azea <br />that crosses former Haul Road D. These azeas will require topsoil. In addition, there is <br />approximately 60 acres of mined area left to topsoil. This includes the azea around Pond 012 and <br />the northern end of the Wolf Creek Pit. <br />Slides and Damaee <br />The slide area above Pond 012 was viewed from the Pond 012 embankment. The area appears to <br />have been regraded since the last inspection. A noticeable crack has formed across the width of <br />the regraded azea. Significant slumping is not evident but a visible crack has formed across a <br />lazge portion of the slide damaged area. SCC is continuing to work towazds stabilizing the slide. <br />The slide damaged area west of Haul Road B that crosses former Haul Road D has not changed <br />since the last inspection. There was no new evidence of movement or additional damage. <br />According to SCC personnel, a mitigation plan is being prepared for this slide location. <br />
