III. COMMENTS -COMPLIANCE <br />Colowyo C-1981-019 <br />14 December 2005~1~7 <br />Pg 1 /3 <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Colowyo Mine conducted by Jim Stark of CDMG. <br />The inspection was conducted on 14 and 15 December 2005. Kurtis Blunt of CCC <br />accompanied me on the inspection. The mine was actively mining coal and hauling <br />it to the Loadout at the time of the inspection. The weather was cold and sunny and <br />the ground was wet and covered with snow. <br />Roads: -The access road and haul road to the Gossard Loadout is a paved road. <br />The road was well maintained and in good condition. <br />-The light-use road to the West Pit and East Taylor ponds was well maintained and in <br />good condition. <br />-The haul roads in the East and West pit areas were all well maintained and stable at <br />the time of the inspection, No erosional problems were noted on these roads. <br />-The light-use roads around the Gossard Loadout and to the rail loop were all well <br />maintained and in good condition. <br />Hydrologic Balance: -Sump 2 contained water approximately several feet below the <br />top of the pond. The sump was stable at the time of the inspection. <br />-Sump 3 was almost dry at the time of the inspection (it appeared to contain only a <br />small pool of water). The sump was stable at the time of the inspection. <br />-Sump 4 was almost dry at the time of the inspection (it appeared to contain only a <br />small pool of water). The sump was stable at the time of the inspection. <br />- Sump 5 was almost dry at the time of the inspection (it appeared to contain only a <br />small pool of water). The sump was stable at the time of the inspection. <br />-The West Pit Pond (NPDES 008A) contained a small amount of water and was not <br />discharging at the time of the inspection. The water that would "normally" report to <br />this pond is held in the west pit (the only water is runoff from the vegetated side of the <br />west pit fill). The embankment was well vegetated and stable and there were no <br />erosional problems noted, <br />- The East Taylor Pond (NPDES Ol OA) contained a small pool of water and was not <br />discharging at the time of the inspection. The embankment was well vegetated and <br />stable and there were no erosional problems noted. <br />-The Gossard Pond (NPDES 003A) contained water approximately four feet below <br />the riser pipe and was not discharging at the time of the inspection. This pond was <br />cleaned at the time of last month's inspection (16 and 17 November 2005) and the <br />sediment/coal fines were hauled to the edge of the West Pit and placed into the fill. <br />The embankment was well vegetated and stable and there were no erosional <br />problems noted. <br />
