COMMENTS -COMPLIANCE If"~,TL ~~~ ~~~~ Below are comments on the inspection. The comments include discussion of observations made during the inspection. Comments also describe any enforcement actions taken during the inspection and the facts or evidence supporting the enforcement action. This was a partial inspection of the Hayden Gulch Loadout conducted by Jim Stark of CDMG. The loadout is currently in temporary cessation. The weather was warm and sunny and the ground was dry. Signs and Markers: All of the required signs (including the mine ID sign, permit boundary markers, topsoil stockpile markers, etc.) were in good shape and properly displayed. Roads: Haul Road 1, Haul Road 2 and the access road to the office were all well maintained and in good condition. These roads are beginning to fill in with vegetation as a result of not being used. Access to the loadout is via the Tie-Across- Haul-Road of Seneca Coal Company. This road was also well maintained and in good condition. Hvdroloaic Balance: -The loadout truck loop pond (pond 1) contained water several feet below the discharge pipe. The pond was well vegetated and appeared to be stable and in good condition. - The loadout rail loop pond (pond 2) was dry. The pond was well vegetated and appeared to be stable and in good condition. -The sumps leading from the ditches to the rail loop pond (pond 2) were all dry. - All of the ditches appeared to be well vegetated and stable. There were no problems due to erosion observed in any of the ditches. - The three culverts that are under the conveyor and the culverts running under the rail line were all clear and in good condition. TOpSOjI: All of the topsoil stockpiles were well vegetated and in good condition. The topsoil marker signs were in place and in good condition. Fish and Wildlife: There were several deer resting on the train tracks under the loadout and several grazing on the topsoil stockpile above the loadout loop.
