<br />III. COMMENTS - COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of <br />observations made during the inspection. Comments also describe any enforcement <br />actions taken during the inspection and the facts or evidence supporting the <br />enforcement action. <br />On October 14, 1998, William J. Carter (Division of Minerals and Geology) <br />accompanied by Tom Anderson, and Mark Milner, representing Oxbow Mining, Inc. <br />performed a partial inspection of the Sanborn Creek Mine. The weather was warm and <br />clear during the inspection. <br />Roads: <br />During this inspection the roads throughout the mine site were found to be in good condition except for the repair of the <br />lower road leading to the new West Valley Fill. <br />Hvdroloaic Balance: <br />• On October 1, 1998 there was a precipitation event that produced approximately 0.6 inches of rain in less than one <br />hour. The culvert at the end of the Pond C access road became clogged. This has been repaired by the date of this <br />inspection. Details of this event can be found in the general correspondence file in a memorandum dated October 2, <br />1998. <br />• Pond A was dry during the inspection. <br />• Pond B contained water about six to seven inches below the pritttaty discharge pipe. <br />• Pond C was dry, but has markings from water that was in it after the October 1,1998 event. <br />• The east yard pond was dry at the time of this inspection. <br />• The mine pond was discharging cleaz water. <br />• The pond at substation three was dry at the time of this inspection. <br />• The sedimentation pond at Upper Hubbard Creek was dry at the time of this inspection. <br />• The ditch along the West Valley Fill haul road needs additional maintenance. <br />• Please correct one straw bale that has been moved at the upper waterbaz on the road above the Bear Creek site. <br />• All other ditches and culverts appeaz to be in good and functional condition. <br />Topsoil: <br />New vegetation is visible on the topsoil pile. <br />Reveeetation• <br />Revegetation at the Lower Hubbard Creek and Bear Creek sites is progressing. <br />Slides and Damage: <br />No significant erosion or slide damage was noted during this inspection. <br />
