III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />In addition to Steven Leach, Beth Hensen, Troy Summers, Lisa Swanson, Jason Herden, <br />Mike Miller, and Austin Facett accompanied Byron G. Walker (Walker) on portions of this <br />inspection. <br />ROADS <br />Some roadside ditches have down cut below design depths (see the inspection report of June 6, 2006). <br />No remedial work has been accomplished. <br />HYDROLOGIC BALANCE <br />There were no overland surface flows. There was water in check dams 7 and below of the string-of <br />pearls. Discharges from the sedimentation ponds were mostly from seep and spring discharges. There <br />was no discharge from the West Ridge pond. Discharge from the Center Ridge pond was estimated at 1 <br />gallon in 10 seconds (0.01 cfs). The flume flow measurement was 0.1 foot (0.089 cfs). Dischazge from <br />the Moffat Pond was measured at 1 cup/minute (less than 0.001 cuffs). See SLIDES AND DAMAGE <br />below for a discussion of the West Ridge Pond. <br />BACKFILL AND GRADING <br />A small amount of grading is currently required at the facilities area adjacent to Oak Creek to complete <br />the requirements of the reclamation plan. There has been no activity on this reclamation. <br />SUPPORT FACILITIES <br />An office building and associated pazking area in the Oak Creek facilities area still remains on site. <br />There was no sign of change in condition. Both culverts in this area were checked. They were in good <br />repair. <br />TOPSOIL <br />A small storage pile of topsoil is retained for the remaining reclamation of the of the facilities azea in <br />the vicinity of Oak Creek. <br />REVEGETATION <br />Revegetated areas looked good. Some thistles were starting to appear on the upper banks of the <br />sedimentation ponds. <br />C-1980-001 CP Inspection 6 September 2006 page 3 of 5 pages <br />
