III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments in Section IV describe any enforcement actions <br />taken during the inspection and the facts or evidence supporting the enforcement action. <br />This was a special visit to attend a meeting and inspect alternate light-use road alignments up <br />Sylvester Gulch. The meeting was held at the offices of the US Forest Service. In attendance at <br />the meeting were Susan J. Spear, Llane Mattson, Kim KaB, and Doug Marah of the US Forest <br />Service; Phil Schmidt, Henry Barbe and Wendell Koontz of West Elk; David Finnerty of Thunder <br />Basin; Chuck Chesnik, contractor; and Byron Walker, CDMG. <br />Ms. Spear opened discussion on the alternatives. West Elk then presented a discussion of <br />alternatives, followed by a discussion by CDMG (Walker presented an overview of the <br />Interoffice Memorandum_to Jim Burnell, from Byron G. Walker, subject Request for Support, Light- <br />Use Roads, West Elk, dated August 22 2002, included herein by reference). This memo was edited <br />August 28, 2002 and redistributed to Mr. Burnell, and to Mr. Barbe and Ms. Speaz by a-mail. This was <br />an open, informal meeting with questions, answers and comments provided by various attendees <br />thought the meeting. <br />The meeting did not conclude with a selected alternative. Pros and cons of alternatives were <br />discussed, with the conclusion that adjustments and refinements were required.
