III. COMMENTS - COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken du n ng <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection conducted by Kent Gorham of the Colorado Division <br />of Minerals and Geology. Weather on this day was warm and mild. <br />Availability of Records <br />The public copy of the mine records is kept at the Tri-State Railyard office <br />located along Highway 12 on the west side of Trinidad. All required records were <br />found as indicated on the attached checklist. The pending Permit Revision No. 1 <br />(PR-O1) was also found filed at the Las Animas County courthouse and included <br />adequacy responses. <br />Signs and Markers <br />The mine identification signs should be revised to indicate the correct address <br />and phone number for Lorencito Coal Company. The current sign reflects the old <br />Bent.wood address in Evanston, Indiana. <br />Hydrologic Balance <br />Lorencito creek was flowing and appeared cloudy, likely due to recent rains. <br />Dewatering from gas wells likely accounts for some of this flow. <br />Culverts were visited on the existing road to the proposed Jeff Canyon surface <br />mine (PR-O1). All culverts were checked along this road from Lorencito canyon up <br />to the proposed disturbed area. Each of the existing CMP culverts measures 18 <br />inches ~n diameter. <br />General Mine Plan Compliance <br />The mine has yet to commence operations at this time. Permit Revison No. 1 (PR- <br />OD is currently under review. The permit has been extended to May 10, 2002 for <br />commencement of operations. <br />No coal mining activity was noted under this permit. <br />3 <br />
