DMG letter to Mr. Weaver which proposes a revised bond amount for the mine.
This proposed bonding revision was discussed extensively during the inspection
and the letter requires a response from Mr. Weaver by 10/30/92. We discussed
ways to lower the reclamation liabilities on the mine. This included proper
disposal/documentation of waste lubricants on the mine and/or removal of surface
structures. Mr. Weaver indicated the local rural electric cooperative
owned/controlled the power lines, poles, and transformer which were listed in the
bonding adjustment. He also indicated he planned to have an auction on site
during spring/summer of 1993 if the mine does not sell before then. Mr. Weaver
has actively been trying to seA the mine since temporary cessation was requested
as indicated above.
We walked all of the disturbed areas during the field inspection. Areas mentioned
in previous DMG inspection reports which needed routine maintenance had been
addressed by the permittee including roadside ditches and culverts, and the
diversion to the sed. pond which serves the coal storage area. All areas noted
were well maintained and functional. Sed. pond has not discharged according to
Mr. Weaver. The embankment, spillways, and diversion inlets are all stable. There
are only minor amounts of explosives on site which Mr. Weaver is retaining in the
event permanent portal closures are necessary. They are stored in a
safe/approved/and locked bunker.
We discussed Permit Stipulation No. 4 which has been satisfied to date according
to Mr. Berry and coordinated with Rick Holbrook at OSM/Western Services Center.
This stipulation involves the permitting of the 120 acre B.L.M. Lease Modification
~, Sono
