III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting [he enforcement action. <br />Topsoil <br />All of the topsoil stockpiles were snow covered. Straw bales were in place. <br />Hydrolo~v <br />The ice\snow level was above the primary dischazge tube for both pond B and pond C. Pond D <br />was nearly dry. Embankments were snow covered but no obvious signs of instability were <br />observed. Spillways were functional. <br />Culverts, ditches and berms were all snow covered. <br />Gob Pile <br />The operator continues to place gob onto the gob pile. The top was in fairly good condition and <br />drained to the sides and front. The underdrain opening was exposed. The west side collection <br />ditch was functional. The operator has placed subsoil on the first lifr outslope. Compaction <br />testing of the lower portion of the gob pile has been neazly completed, as had been requested by <br />the Division. During the inspection, a small pad for a drilling rig had been constructed neaz the <br />toe of the gob pile outslope. Drilling on top of the gob pile has been completed. <br />Slope Stability <br />All of the former slide azeas were covered with snow. No obvious signs of slope instability were <br />observed. There was no seep water coming off of the slide area above the west portal entry. <br />Small Area Exemptions (SAEs~ <br />Straw bales were in place at the material storage azea SAE and the entrance SAE. No erosional <br />problems were observed. <br />Records <br />All of the records were found to be in compliance.
