Ill. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a complete inspection of the New Horizon Mine for the month of October, 1999. The purpose <br />of this inspection is to conduct normal operations and environmental compliance. <br />AVAILABILITY OF RECORDS: Records were inspected and found to be in compliance. See page 5 <br />of this report for further details. <br />HYDROLOGIC BALANCE: Mine 1: Ponds 1, 5 and 6 had water in them but only 1 was discharging as <br />normal, all other ponds were dry. All ditches and culverts are functioning as designed. Mine 2. Pond 7 <br />had water in it and was discharging at a rate of approximately SGPM. All ditches and culverts were clear <br />and capable of functioning as designed. <br />BACKFILL & GRADING: B & G was in progress as is normal. No problems were noted. The land <br />continues to be reclaimed to the approved post mining topography map and no low spots were noted. <br />Runoff from the area flows into the approved grass lined drainage channel which shows no sign of <br />erosion. <br />EXPLOSIVES;. Records were inspected and found to be in compliance. <br />TOPSOIL: The topsoiling recovery and replacement for this year is currently been completed. Topsoil <br />depths were laid in with survey stakes with flagging marks for each horizon. Topsoil depths met or <br />exceeded required depths. <br />RECLAMATION SUCCESS: The site was in excellent condition and this site remains as one of the most <br />outstanding reclamation efforts by an active minesite . .............. <br />
