<br /> <br />III. Comments - Compliance <br />Below are comments on the inspection. The comments include discussion of <br />observations made during the inspection. Comments also describe any <br />enforcement actions taken during the inspection and the facts or evidence <br />supporting the enforcement action. <br />On August 15, 1991 the MLRD conducted a complete inspection at <br />the Bear mine. Basil Bear of the mine was present during the <br />inspection. The weather was clear and warm. In the past several <br />weeks there have been frequent rain showers but there was little <br />evidence of runoff. <br />The required records were checked and were in order. The surface <br />facilities were walked and ditches and culverts were clear. <br />Sediment control on the portal bench was working efficiently. The <br />pond contained the same amount of water that it contained during <br />the last inspection. The spillway was in good condition and no <br />erosion was noted on the river embankment or the inside pond <br />embankments. New hay bails had been placed on the north side of <br />the haul road for sediment control. The haul road embankment was <br />well vegetated, hydrologically and geotechnically stable. <br />Ditches were walked and all were clear and functional. No new <br />problems with slides were noted above the portal. No trash or <br />waste material were noted below the portal bench. The mine was <br />currently down for repairs on the continuous miner. <br />Records were checked and all were in order. Most of the records <br />were located conveniently in a 3 ring binder. The insurance <br />portion of the binder was updated during this inspection with the <br />correct form was inserted. <br />
