<br />MINE ID /1 OR PROSPECTING ID X M-88-029 <br />INSPECTION DATE 8/9/01 <br />(Page 2) <br />INSPECTOR'S INITIALS GRM <br />On August 9`", 2001 an inspection of the Pinion Bridge was conducted. This site is approximately 9.5 acres of which <br />most is disturbed. The following issues and observations were noted: <br />1. The mine identification sign was not observed. Boundary markers were observed, but operator's representative was <br />unclear as to the accuracy of the posts along the eastern edge. The questions arise due to pre-mine law activity along <br />this boundary that were not undertaken by the current operator. Montrose County is in the process of initiating a <br />GPS survey of this site to clarify the permitted and affected areas. A copy of the map generated will be forwarded <br />to the Office. The mine identification sign must be installed per the requirements of Rule 3.1.12 . <br />2. An infestation of knapweed was noted through out the disturbed site. Montrose County has installed a noxious weed <br />control plan that includes this site. Operator's representative stated control measures will be conducted in the fall <br />per the plan. <br />3. Topsail stockpiles located in the southwest portion of the permitted area had well established vegetation cover and <br />no erosion problems were noted. <br />4. The inspection occurred within 24 hours of a major rain event. No run-on or run-off issues were noted. Erosion control <br />and storm water management were adequate. <br />5. High walls were roughly benched along the eastern edge with heights ranging from 20 to 60 feet. Slope ranged from <br />1/2:1 to close to 3:1. <br />6. The last inspection noted 300 cu./ft. of old asphalt within the pit area. This pile was not noted, but what appears <br />to be pavement for an old haul road was noted in the same area. This pavement will have to be removed during <br />reclamation. <br />7. A records review also sited the lack of a temporary cessation request. No documentation to support that this issue <br />was addressed is found within the file. Unless documentation exist to the contrary, Montrose County must resolve <br />this problem. The county must execute one of the following options: <br />A) initiate final reclamation of the site; <br />B) submit a request far an extension of the initial five year TC period; <br />C) submit a technical Revision to the permit to allow intermittent mining or, <br />D) reactivate the operation. <br />Given the fact that this appears to be an unresolved issue from the 1997 inspection, the Office must have a response <br />to this issue by September 10'", 2001. Failure to respond by this date may result in the issuance of a violation and <br />subsequent board action. <br />Tree slash from the previous inspection was noted during this inspection.
