<br />III. COMMENTS - COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Kent Gorham of the Colorado Division of <br />Minerals and Geology. This former, contour strip operation is bond revoked. Inspection <br />frequency is quarterly, with one complete inspection each year. Ground conditions on <br />this day were snow-covered and the weather was cool. <br />Hydrologic Balance <br />Sediment ponds 15-P11 and 15-P12 held a small pool of water and were frozen. The <br />emergency spillways appeared in excellent condition. Ponds 22-P5 and 22-P6 held small <br />pools of water and were also frozen. The ditch directing runoff from north around the <br />reclaimed area of former pond 15-P1 was found in good condition and showed some <br />evidence of mild down-cutting from a recent runoff event. <br />Revegetation <br />The reclaimed area of former sediment pond 15-P1 had been recently drill seeded. No <br />evidence of sprouting of the seeded species was noted. The remainder of the reclaimed <br />area vegetation appeared in good condition. Vegetative cover can be rated as good in <br />most areas and shrubs are abundant. especially in the Section 22 reclaimed area. <br />Slides and Damage <br />Many of the reclaimed slopes are steep, with grades of 15-20~ not uncommon. No <br />evidence of slope instability or failure was observed. Rills and gullies on these <br />slopes are minimal in most areas, likely due to the good hydrologic cover present. <br />Overall, the site is in good condition going into the winter season. <br />Page 3 <br />
