III. COMMENTS-COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments in Section IV describe any enforcement actions <br />taken during the inspection and the facts or evidence supporting the enforcement action. <br />Appendix 3-IQ. The 2000 Annual Hydrology Report indicated that the conductivity of <br />samples from Well D-1 A ranged from 4200 to 4800 in 2000. The conductivity of <br />samples from Well D-2A in 2000 ranged from 2200 to 2700 (2000 Annual Hydrology <br />Report). <br />Conductivity of samples from North Thompson Creek above the mines ranged from <br />170 to 360 in 1980, and from 240 to 1220 below the mines (PAP Appendix 3-0). <br />Conductivity of samples from North Thompson Creek above the mines ranged from <br />60 to 180, and below the mine ranged from 50 to 300, in 2000 (2000 Annual Hydrology <br />Report). <br />4) probability of future occurrence of such pollution (Rule 3.03.2(2)). <br />The probability of future pollution from surface runoff appears to be low. Reclaimed <br />disturbed areas appear to be progressively approaching final reclamation standards, <br />and there is no apparent reason to suggest a failure of the current reclamation. <br />Permanent features appear to be stable. Future maintenance and operation of the <br />mine water discharge treatment system will be required for Minrec, Inc. to meet <br />discharge permit requirements. As reported in the 2000 Annual Hydrology Report, <br />conductivity measurements in Well D-1 A appear to be stabilizing in the 4000 range <br />(since 1989). There was no visible feature observed during the inspection that would <br />indicate a change is forthcoming. <br />Copies of this inspection report will be provided to the persons in attendance at the <br />inspection, and, as requested, to the Bureau of Land Management.
