III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Tom Gillis of the Colorado Division of Minerals and <br />Geology. No operator representative was present at the time of the inspection. Skies were clear and <br />the ground dry at the time of the inspection. With the operator's consent, this report was issued from <br />the Durango office. <br />HYDROLOGIC BALANCE: <br />Dry ground conditions prevailed at the time of the inspection. Both sediment ponds were dry, and it <br />did not appear that the site had received any measurable precipitation during the past few weeks. Pond <br />spillways and dewatering devices were free of obstructions and functioning properly. <br />RE VEGETATION: <br />Good germination of grasses on the reclaimed surface, however most of the new growth appears to be <br />cheatgrass. Four-wing saltbush appears well established on a majority of the reclaimed pit area. <br />
