United Companies Response October 18, 2001
Following the site inspection of the Norwood Pit, five problems were pointed out to
United Companies in the Inspection Report. Each of the problems will be addressed in
the order that they were presented in the CDMG Inspection Report.
In the Corrective Action for each of these problems, CDMG Environmental Protection
Specialist Russ Means stated that a Technical Revision to this permit would be required
to address certain aspects of the problems cited in the Inspection Report. Technical
Revision 1 is attached to this letter.
Problem
1. Highwall excavation along the permit boundaries per the Mining Plan call for
3:1 slopes with a 30 foot buffer. Mine Plan calls for noise and visual abatement
berm to be placed between excavation and permit boundary. Excavation has
been conducted right up to permit boundary in southwest corner of Phase 2 and
southeast corner of Phase 1. Succession of operations from Skelton to United
appears not to have addressed certain man-made features as required by Exhibit
S of Rule 6.4.19.
The boundary between the United Norwood Pit and the adjacent San Miguel County
Norwood Pit (M-198.1-154) is illustrated on the Mine Plan Map. United Companies
proposes that it would seem to be in the best interests of both United Companies and
San Miguel County to mine the gravel resource at this part of the adjoining sites
completely. That is, to mine the gravel to the bottom of the deposit and create a
common floor for both parties. No gravel will be left at the property boundary
between the United Companies and the San Miguel County pits. This was the United
Companies intention in the permit application for this site. Evidence of this intention
is:
