Each of the problems will be addressed in <br />the order that they were presented in the CDMG Inspection Report. <br />In the Corrective Action for each of these problems, CDMG Environmental Protection <br />Specialist Russ Means stated that a Technical Revision to this permit would be required <br />to address certain aspects of the problems cited in the Inspection Report. Technical <br />Revision 1 is attached to this letter. <br />Problem <br />1. Highwall excavation along the permit boundaries per the Mining Plan call for <br />3:1 slopes with a 30 foot buffer. Mine Plan calls for noise and visual abatement <br />berm to be placed between excavation and permit boundary. Excavation has <br />been conducted right up to permit boundary in southwest corner of Phase 2 and <br />southeast corner of Phase 1. Succession of operations from Skelton to United <br />appears not to have addressed certain man-made features as required by Exhibit <br />S of Rule 6.4.19. <br />The boundary between the United Norwood Pit and the adjacent San Miguel County <br />Norwood Pit (M-198.1-154) is illustrated on the Mine Plan Map. United Companies <br />proposes that it would seem to be in the best interests of both United Companies and <br />San Miguel County to mine the gravel resource at this part of the adjoining sites <br />completely. That is, to mine the gravel to the bottom of the deposit and create a <br />common floor for both parties. No gravel will be left at the property boundary <br />between the United Companies and the San Miguel County pits. This was the United <br />Companies intention in the permit application for this site. Evidence of this intention <br />is: <br />1. The Mining Plan Map shows no buffer zone at this boundary. <br />
