III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />easily accessible areas appeared to have been sprayed earlier this spring, however in most <br />of these locations, patches of apparently robust Canada thistle remained, and will require re- <br />treatment in the fall. Also, patches of Canada thistle were observed in various less <br />accessible areas, where it was not evident that spraying had been accomplished in the <br />spring. These areas too will need to be sprayed in the fall, in accordance with permit <br />requirements. A severe whitetop infestation was noted in the June inspection report on one <br />of the topsoil stockpiles near the eastern end of the Tie Across Haul Road, which will <br />require treatment next spring. <br />Patches of Canada thistle were observed in the following locations not noted in the 2002 <br />ARR. In several of these areas, houndstongue and/or bull thistle plants were mixed in with <br />the Canada thistle. <br />"D" Pit area reclamation, several patches scattered on the east side of the ridgeline <br />access road. <br />A 30' by 50' patch of thistle on the north facing slope of 005 Gulch, approximately <br />300 yards east of the Duck Pond. Several smaller thistle patches at scattered <br />locations along the gulch. <br />A 30" by 40' patch on reclamation between the "D" Pit area and the repeater <br />station. Several additional patches on disturbed areas in the immediate vicinity of <br />the repeater station. <br />Various patches on upper "A" Pit reclaimed slopes west of the ridgeline access <br />road. One patch extends for several hundred feet down the slope approximately <br />midway between the 1994 and 1997 shrub establishment plots. <br />Patches scattered along road from the shop area past the dragline tub facility area. <br />Pond 016 vicinity <br />All of the areas described will require treatment in accordance with the approved weed <br />control plan (along with any other weed concentrations that may not have been observed <br />during the inspection. Also, more detailed documentation of weed infestation locations <br />(including mappingl, description of treatment and treatment dates, and assessment of <br />treatment effectiveness for previously treated areas will need to be included in the 2003 <br />Annual Reclamation Report. <br />Genera/Revegetation Observations <br />Revegetated parcels in various locations were walked during the inspection. The areas <br />observed had been revegetated between 1994 and 1999. Most areas supported an <br />9 <br />
