III. COMMENTS -COMPLIANCE %~~ ti !3-~s --513 ~~~ <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Twin Pines Mine conducted by Jim Stark of <br />CDMG. The bond for this site was forfeited after the Operator completed <br />reclamation and received a Phase I Bond Release. The weather warm and overcast <br />and the ground was dry. <br />The portal area is well vegetated and in good condition. There has been rain in the <br />area over the past several weeks and the vegetation looks the best it has all summer. <br />There were no erosional problems observed at the portal area of the Twin Pines Mine. <br />The upper part of the road to the portal area is showing some minor rilling but is in <br />overall good shape. This upper part of the road has been filling in with vegetation <br />over the past several years, a trend that should continue since the landowner has <br />completely blocked motor vehicle access to the area. The sediment pond at the <br />portal bench (pond 003) was well vegetated and in good condition. This sediment <br />pond was dry at the time of the inspection. The sediment pond below the portal <br />bench area (pond 004) was also well vegetated and in good condition. This pond <br />was also dry at the time of the inspection. The remaining highwall still appears to be <br />stabilized to the extent possible and remains in good condition. <br />The coal sales/tipple area was well vegetated and in good condition. Like the portal <br />area, this area has benefited from the recent rains and the vegetation looked the <br />best it has all summer. The area has been grazed this summer but there was no <br />active grazing at the time of the inspection. The remaining sediment pond (pond <br />001) contained a small amount of water in the bottom. The pond appeared to be <br />well vegetated and in good condition, There were no erosional problems seen at <br />the coal sales/tipple area at the time of the inspection, The access road is a county <br />road, which was well maintained and in good condition. <br />Overall both areas at the Twin Pines Mine are well vegetated, stable and in good <br />condition. <br />
