III. COMMENTS - COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of <br />observations made during the inspection. Comments also describe any <br />enforcement actions taken during the inspection and the facts or evidence <br />supporting the enforcement action. <br />This was a partial inspection conducted by Tom Kaldenbach of the Colorado <br />Division of Minerals and Geology. The operator's earthwork contractor, Bruce <br />Wayne, was present. Approximately two feet of snow covered the ground and <br />limited inspection. <br />The Division is reviewing a bond release application that, if approved, would <br />result in final bond release of the site. <br />HYDROLOGIC nnr.auCE <br />The pond's emergency spillway appears to have been reconstructed to the <br />specifications set forth in Technical Revision TR-13. The pond appears to not <br />be holding water beneath the snowcover. <br />The upstream and downstream alluvial piezometers (3-inch PVC pipes) have been <br />cut-off at the surface and the approximate 4-foot deep holes filled with sand. <br />Cessation of hydrologic monitoring was approved in TR-14. <br />
