III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. CommenTS also describe any enforcemenT actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This report is based on an aerial inspection of November 21, 2002. Mr. Harry Ranney, <br />Environmental Protection Specialist (EPS) of the Division, made the flight and took three <br />photographs, numbers 46-02-11-21-67 (67) through 69 (69). This report is compiled by Byron G. <br />Walker, EPS, based on an oral debriefing of Mr. Harry Ranney and a review of the <br />photographs taken by Mr. Ranney. Mr. Ranney stated that he saw no problems at the site. The <br />Photographs are on file at the Division. Comments are necessarily limited to the scale and <br />detail of the photographs. <br />HYDROLOGIC BALANCE The upland interceptor ditch contains snow as does the remaining <br />sedimentation pond. Snow covers the reclaimed facilities area and lower reclaimed <br />sedimentation pond, storage area, and the site of the lower air portal. There is no surtace flow <br />visible in the photographs. <br />SUBSIDENCE There has been collapse at the airshaff located to the north of the upper portals <br />(NW ya NW ya Sec 35, T7N, R89W). This feature was approximately 30 feet long, 15 feet wide, <br />and 10 feet deep. It has been filled in and used as a switchback site for a dirt road. The site of <br />this former air shaft subsidence feature appears in photograph 67. There does not appear to <br />be any more collapse at the lower air portal (Photographs 68 and 69). <br />RECLAMATION SUCCESS Reclaimed areas of the site look good.
