Shelton <br />Director <br />June 18,.1981 <br />e <br />TO: <br />FROM: <br />SUBJECT: <br />Steve Richardson <br />Jim Pendleton - `.C~~-~T <br />Observations F Zowin Visit to Colony, Union <br />and Logan Wash <br />I forward the following observations made during a visit by Jerry Zimpfer <br />and myself to the Colony, Union and Logan wash oil shale projects on June 9th <br />and 10th. <br />Observations at the Colony Site <br />Jerry and Z toured the site in the presence of Ace Bischard, and Bi1Z Parent, <br />both with Exxon U.S.A. In general construction appears to be proceeding as <br />scheduled. Access roads should be complete by this fall. Construction on <br />the fill at the plant site is beginning in earnest. The road from the plant <br />site to the disposal site is in the surveying staking stage and is about to <br />commence construction. Construction on the Middle Fork Dam is in the.pre- <br />liminary stages of foundation cleaning and grouting. The only item which <br />appears to be behind schedule is the final construction of the mine portal <br />bench. Portal development was suppose to begin on June 1 and appears to be <br />a month or so behind schedule. <br />The most immediate concern voiced by Exxon's personnel, is the acquisition of <br />approval for topsoil stockpile Locations. The need is apparent. Topsoil is <br />being lost in transferring it from one temporary pile tp another in order to <br />allow for road and dam construction. The worst problems exist within Davis <br />Gulch and.MiddIe Fork Valley. The three temporary "approximately one year <br />in Life" stockpile sites in Middle Fork Valley appear acceptable. In actuality <br />there appears to be no option due to the extremely confined working space above <br />the Middle Fork Dam site. Exxon indicated that they will submit detailed plans <br />for these stockpiles in the near future. I.vgge.sted verbal approval of the <br />southern most site so that they might begin depositing topsoil immediately- <br />The proposed topsoil stockpile sites within Davis Gulch also appeared acceptable. <br />Those which are located above the high stand line for the flood pool behind <br />Davis Gulch Dam will be no problem. Those which are located below that high <br />stand line should be relocated before any appreciable likelihood of inundation. <br />Exxon also indicated that amended final plans for these stockpiles will be <br />submitted in the near future. <br />The ridge-top site above the disposal area appears to he acceptable. Wind <br />erosion will probably require some close scrutiny in control until the pile <br />can be vegetated. In addition, they pointed out two additional sites which <br />they will propose near the head of each disposal valley site. These stockpile <br />
