III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />A copy of this file (report) has been provided to Jeff Coombe, Colorado Department of Public Health <br />and Environment. <br />AVAILABILITY OF RECORDS <br />See the DMG Availability of Records checklist attached. This part of the inspection was accomplished <br />on October 5. 2005. <br />SIGNS AND MARKERS <br />Signs and markers were in place and in compliance with the Rules. <br />HYDROLOGIC BALANCE <br />Those impoundments not filled in with sediment in the "String of Pearls" contained water. No surface <br />runoff was observed at the site. <br />There was no discharge from the Moffat Area Pond or the West Ridge Pond. There was a clear water <br />discharge of (estimated) 0.01 cubic feet per second (cfs) from the Center Ridge Pond. Combined <br />Center Ridge Pond dischazge and spoil springs was measured at 0.2 cfs at the Colorado Dischazge <br />Permit System (CDPS) outfall 007 <br />Stream water quality measurements were taken on October 6, 2005 above and below the permit area on <br />Trout Creek. Measurements are recorded on the map attached to this inspection report. <br />BACKFILL AND GRADING <br />A small amount of grading is currently required at the facilities area adjacent to Oak Creek to complete <br />the requirements of the reclamation plan. There has been no activity since the last report. <br />SUPPORT FACILITIES <br />An office building and associated parking azea still remains on site.
