• • (Page 2) • • <br />MINE ID # OR PROSPECTING ID # M-96-052 <br />~INSPHCTION DATE 9-18-96 INSPECTOR'S INITIALS GSC <br />OBSERVATIONS <br />This was apre-operation inspection conducted with Mr. Gary Hardin of Owens Brothers Concrete <br />Company. This site consists of 105 acres currently used for farming. Harold, Blake and Bob <br />Nelson, who own land southwest o£ the permit area, stopped by and discussed the project. <br />Harold said there is a well located at the farm house due west of the southern tip of the <br />permit area (approximately within 600 feet of Phase 3). Their interest in the project was <br />mostly related to groundwater issues and potential impact to the nearby wells. <br />A portion of the permit is situated in the 100 year floodplain of St. Vrain Creek. If <br />topsoil stockpiles will be located in areas prone to flooding, they may be subject to <br />potential erosion from flooding. The operator will be asked to address this issue during the <br />review of the application. <br />There are two residences north of the permit boundary. Gilbert Acord owns the property to <br />the northeast. There is a well and spring located on this property. An old school house <br />located to the northwest may have a well (Timko property). Pursuant to Rule 3.1.6, <br />disturbances to the quantity and quality of groundwater must be minimized during the <br />operation of the mine. During the application review, the operator will be required to <br />address this issue. <br />~~ There are several structures on-site, or off-site within 200 feet of the affected area. <br />`,These include an oil/gas well, Sinclair Pipeline, Last Chance Ditch, weld County Roads, Seep <br />Drainage Ditch, an irrigation ditch south of the Seep Drainage Ditch, an irrigation lateral <br />extending from the Last Chance Ditch northward across the central portion of Phase 2 which <br />crosses County Road 26 3/4 and enters the land to the north, and power lines. The operator <br />will need to provide notarized compensation agreements with the owners of these structures <br />or demonstrate that the operation will not adversely affect the stability of those <br />structures. This has been completed for some structures. <br />.., Wetland areas were observed along the eastern aide of the permit. These were identified by <br />the operator in the application.
