• (Page 21 • <br />MINE ID # OR PROSPECTING ID # M-2001-069 <br />INSPECTION DATE 9/21/01 <br />INSPECTOR'S INITIALS RCO <br />This inspection was performed by the Division as apre-operation inspection of this proposed Construction Materials 112 <br />permit application. The applicant was contacted to arrange a time for the inspection. The persons named on page one <br />were present throughout the inspection. The Notice that is required to be posted for this 112 application was observed <br />at the entrance gate. <br />The site is fairly level, and covered by thin range grasses or low rabbitbrush. It is unirrigated and regularly grazed. A few <br />old cross fences are still present, though they will be removed as mining operations encroach. A sheep barn also exists <br />on the site, in the processing area, which will not be mined. <br />The site is located in the eastern end of a larger parcel of property. The property has a few new roads on it, including one <br />crossing it to the proposed permit area. Aggregate for the roads was obtained from another permitted site. The proposed <br />processing area presently contains an asphalt batch plant and a small stockpile of prepared gravel for use in initial botching. <br />The gravel was obtained from another permitted site. No significant excavation exists onsite (except for a dozer slot near <br />the hot plantl. <br />The site contains topsoil, but in a thin, irregular layer, which often includes cobbles. The operator is committing to salvage <br />as much topsoil as possible, even screening the soil to remove the cobbles. The operator is reminded that topsoil must <br />be protected against erosion while it is stockpiled. Low pile configuration and seeding are recommended. <br />The site is to be mined in phases, with reclamation following as practicable. The affected area is set back from the <br />property boundaries on all sides. Significant structures exist at or beyond the parcel boundaries on the east and south <br />sides, including overhead powerline, fencelines, and irrigation canal. There appears to be little likelihood of damage to <br />these structures if an unmined buffer remains as specified in the application, and a slope is created at the outer margin of <br />the pit. <br />The Division's review concerns to the application were discussed during the inspection. All concerns will be included in <br />the adequacy review letter, to be mailed under separate cover. <br />There were no additional items observed or discussed. No problems exist at this time.
