III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was an aerial inspection of the Carbon Junction Mine for the month of May, 2003. Weather <br />Conditions were partly cloudy and windy. <br />Roads: All main roads were in satisfactory condition. Culverts appear to be functioning as designed. <br />Hvdroloaic Balance: Both ponds were dry and appeared to be stable. <br />General Mine Compliance: The mine, under the care of the Four Comers Construction, has started <br />reclamation of the coal mine It appears the North Pit area has been sloped back and is now getting cover <br />material placed on it (photo 1) The South Pit area is also being sloped and fill material hauled in at this <br />time (photo 3). <br />Excess Spoil and Development Waste The pile is being altered in order to install the 100 year <br />permanent diversion. The photo shows that topsoil is being salvaged (photo 2). <br />
