III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the King Coal Mine for the month of November, 1996. <br />RECORDS: Records were inspected and found to be in compliance. Further details of the <br />records inspection can be found on page 5 of this report. <br />HYDRO BALANCE; Both ponds had water in them but were not discharging. All ditches and <br />culverts were checked and found to be clear and capable of functioning as designed. <br />GENERAL MINE COMPLIANCE: The site is producing more coal and is stock piling in <br />preparation for winter sales. Sediment cleanings from the ponds have been moved to a location <br />above the waste pile. <br />EXCESS SPOILS The waste pile is stable and is correctly sloped to insure water does not pond <br />on the surface. The pile has almost reached its maximum size and the revision to expand the <br />pile needs to be submitted soon after the new site topographic maps are completed. <br />
