• (Page 2j • <br />MINE ID # OR PROSPECTING ID # M-1980-146 <br />INSPECTION DATE 11-27-2000 INSPECTOR'S INITIALS SSS <br />OBSERVATIONS <br />This partial inspection of the Montoya pit, was conducted at the operator's request to discuss what needed to be addressed <br />in the proposed technical revision to bring the site into compliance with the Rules and Regulations, ensure that the actual <br />mining operations are consistent with the mining and reclamation plans, and to ensure adequate reclamation bond is in <br />place for reclamation of the recently changed mining operations. <br />The smaller pit excavated into the pit floor was inspected. It appears that the east side of that pit can be reduced to the <br />proposed 3:1 slopes by cut and fill methods. The operator indicated that they would like to perform that work in the next <br />few weeks rather than increase the reclamation bond for that task. The south end of the west side of this <br />pit is against a highwall that cannot be excavated any further due to historic preservation issues of sites located just beyond <br />the top of that highwall. The slope of the lower pit is steeper than 3:1 and must be backfilled to reduce it's grade to 3:1. <br />This material must be brought in from other areas of the pit. The highwall above this portion of the lower pit is also steeper <br />than 3:1. If the top of the highwall cannot be advanced any further, then this highwall will need to be backfilled to achieve <br />the 3:1 slopes. In order to backfill the upper pit highwall to a 3:1 slope, it appears that the lower pit may need to be <br />completely backfilled. This is just an observation that was arrived at after the inspection, no measurements were taken <br />during the inspection to support this observation. <br />During the inspection it was noted that the highwalls exceed the dimensions that were used to calculate highwall reduction <br />costs in the current reclamation cos[ estimate. C and J indicated they would include revised maximum highwall dimensions <br />in the technical revision for the mining and reclamation plans. Upon approval of the revision, the reclamation cost estimate <br />will be recalculated to account for the revised highwall dimensions and lower pit reclamation, bringing the operation back <br />into compliance. <br />No problems are noted in this report since they were addressed in the previous report. <br />Responses to this inspection report should be directed to Steve Shuey at the Division's Durango Field Office.
