<br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Colowyo Coal Mine conducted by Erica Crosby of DMG. <br />The inspection involved viewing six aerial photographs taken by Harry Ranney of DMG on <br />9/28/96. The status of the mine is active, and mining is currently taking place in the East Pit, <br />West Pit and Section 16 Pit. Weather and ground conditions appeared dry. <br />Roads Roads throughout the mine site appeared dry and in good repair. <br />Hydrologic Balance The upper portion of the Gulch A ditch extends to the edge of reclamation. <br />The ditch is lined with rock material, and no problems were noted. The diversion ditches around <br />the West Pit Fill and pit area appear to be in good repair. The upper portion of the Section 16 <br />collection ditch appears to be in good repair. The Warehouse Pond contains water. No other <br />ponds on site were photographed. <br />Backfilling & Grading The upper portion of the East Pit reclamation was photographed. The site <br />appears stable, and no erosion features were noted. Backfilling and grading was actively taking <br />place in the upper portion of Section 16. Small spoil piles were noted just east of the in-pit <br />road. Grading was also taking place on the West Pit Fill. No stability or erosion problems were <br />noted. <br />TOpS011 Topsoil has been replaced in portions of the East Pit, and Section 16 Pit. Topsoil has <br />also been placed on the south end of the West Pit Fill. It does not appear that replacement is <br />complete to date. Topsoil has also been stripped in advance of the Section 16 Pit and the West <br />Pit. Stripping appears to be in accordance with the plan. <br />Revegetation Vegetation on the East Mine was noted in the two of the aerial photographs. <br />Shrub fences could also be seen. <br />Excess Sooil & Development Waste Recent spoil material has been placed on the fourth bench <br />of the West Pit Fill. Some topsoil has also been placed on the south edge of the fill. No <br />stability or erosion problems were noted. <br />
