This conversion was <br />approved at the June MLR Board meeting. The bond has not yet been <br />posted. The 112 permit includes 53 acres at the minesite. This <br />permit conversion approval constitutes an approval of the mine plan <br />which includes the surface runoff control plan. OSM NOV 80-5-18-9, <br />issued on February 7, 1980, gives an abatement period of 90 days from <br />the time of plan approval for the runoff control plan. Therefore, the <br />abatement date is September 24, 1980. <br />717.14 Backfilling and Grading <br />and <br />717.15 Disposal of Excess Rock and Earth <br />MSHA pernrit N1211-CO-9-0021 applies to the refuse disposal in the old <br />pit within the permit area. In a February 1980 letter to MSHA, the <br />operator states that disposals are being made in two foot compacted <br />lifts, and that final grades will not exceed a 10:1 slope. Refuse was <br />being hauled to the pits during this inspection. No grading was taking <br />place. <br />Chemical analyses of refuse material from the mine, and overburden and <br />topsoil from the minesite were made by CSU laboratories. Results were <br />available in May 1980. These analyses will be utilized when filtration <br />and toxicity tests are conducted on the pit backfill material as part <br />of the groundwater monitoring program. <br />717.17 Protection of the Hydrologic System <br />NP DES permit ,YCO-0036935 expires on September 30, 1984. The one dis- <br />charge point is located at the sediment pond planned for construction <br />on an unnamed tributary of a manmade irrigation ditch, Carbon Ditch. <br />
