I` <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This aerial inspection was flown on December 28, 1999. There were no problems observed <br />during the overflight. The digital images were reviewed by Joe Dudash of the. Colorado DMG <br />on January 3, 1999. There was only a small amount of scattered snow on site. <br />song <br />Hvdrolosv <br />Pond No. 1 was snow covered. No erosional or geotechnical instability problems were observed <br />with the pond embankment or the pond inslopes. Pond No. 2 was free of snow. <br />Facilities <br />Coal was stockpiled on the facilities bench. Coal was also being loaded into railcazs. There were <br />no problems with fugitive dust or coal going offsite. There is some coal on the facilities bench <br />outslope, associated with the conveyor belt, but this azea drains to treatment structures. The <br />facilities bench outer berm appeazed to be functional. <br />There were no signs of geotechnical instability with the facilities bench. <br />Roads <br />The roads at the loadout were in good shape. <br /> <br />Topsoil Stockpiles <br />There were no erosional problems with the topsoil stockpiles. <br /> <br />c:\ms97\terror\insp 1299 <br />
