III. COMMENTS -
Below are comments on the inspection. The comments include discussion of
observations made during the inspection. Comments also describe any enforcement
actions taken during the inspection and the facts or evidence supporting the
enforcement action.
This was a partial inspection conducted by Tom Kaldenbach of the Colorado Division of Minerals
and Geology. Sandra White represented the operator. With the operator's consent, this report was
issued from the Denver office.
The ground was covered by more than one Foot of snow. The longwall operation was active in
the west half of panel 15 Right.
Hvdroloeic Balance
Ponds F and G appeazed to contain little water, although snowcover limited inspection.
Support Facilities
I checked the structures at the eastern end of the surface facilities azea for conformance with what
is listed in the Division's reclamation cost estmate. The cost estimate refers to this area as the
"East Mine Area Facilities" and includes reclamation tasks 142 through 147. The area includes
the million gallon tank, the truck wash building, the PM bay building, the electrical shop, and the
bone yazd areas next to those buildings.
All of the buildings aze properly shown on Map 24, Sheet 2 in the permit application, and aze
adequately accounted for in the cost estimate. The volume of material stored in the bone yard
areas appears consistent with the volume shown in the estimate for Task 147. The containers of
waste oil products stored in the truck wash building appears consistent with the amount listed in
the Spill Prevention Control and Countermeasure Plan.
