III. COMMENTS - <br />Below are comments on the inspection. The comments include discussion of <br />observations made during the inspection. Comments also describe any enforcement <br />actions taken during the inspection and the facts or evidence supporting the <br />enforcement action. <br />This was a partial inspection conducted by Tom Kaldenbach of the Colorado Division of Minerals <br />and Geology. Sandra White represented the operator. With the operator's consent, this report was <br />issued from the Denver office. <br />The ground was covered by more than one Foot of snow. The longwall operation was active in <br />the west half of panel 15 Right. <br />Hvdroloeic Balance <br />Ponds F and G appeazed to contain little water, although snowcover limited inspection. <br />Support Facilities <br />I checked the structures at the eastern end of the surface facilities azea for conformance with what <br />is listed in the Division's reclamation cost estmate. The cost estimate refers to this area as the <br />"East Mine Area Facilities" and includes reclamation tasks 142 through 147. The area includes <br />the million gallon tank, the truck wash building, the PM bay building, the electrical shop, and the <br />bone yazd areas next to those buildings. <br />All of the buildings aze properly shown on Map 24, Sheet 2 in the permit application, and aze <br />adequately accounted for in the cost estimate. The volume of material stored in the bone yard <br />areas appears consistent with the volume shown in the estimate for Task 147. The containers of <br />waste oil products stored in the truck wash building appears consistent with the amount listed in <br />the Spill Prevention Control and Countermeasure Plan. <br />
