III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />Spring ~ 6- No flow and dry; this may be another area where surface <br />flow occurs in the spring due to normal run-off and precipitation <br />events but dries up later in the season. The location appears to <br />be located in the same drainage system as spring 4 and 5 but there <br />was no surface expression of water at this location nor was there <br />a presence of hydrophytic vegetation. <br />At the east substation area the topsoil stockpile is exhibiting <br />good vegetative establishment and no erosion was observed. The <br />sediment pond was dry and stable. The upland diversion ditch was <br />also stable and starting to exhibit some vegetative establishment. <br />The inspection continued at the Hubbard Creek site where some <br />reclamation activities have occurred at this year. The reclamation <br />that has occurred to date was to backfill the portals at the lower <br />facilities area. The backfilling occurred over the northern part <br />of the lower hubbard facilities including both portals and extended <br />back to where the access road crosses Hubbard Creek. The slope <br />length and steepness looked good and the area has been seeded with <br />a temporary seed mix until the rest of the area is reclaimed in <br />1996.
