whether pollution of surface or subsurface water is occurring, the probability of
continued pollution, and the estimated cost of abating such pollution.
The inspection commenced with an introduction by the mine operator of the history
and an overview of the mining activities and reclamation conducted at the mine. The
Division described the three phases of bond release.
720 Pit Reclamation
The field portion of the inspection started at the center portion of the 720 pit. The
backfilled and highwall reduced slopes of the 720 pit were measured with an abney
level. The approximate location of the measurements are shown on the
map below. There were several areas that were not to the approved grade of 3.5:1
(28.7%). Some of the cracks
were at lower side of the fill area and others were at the highwall reduction and
highwall fill intertace. The thickness of backfill could be up to 200 ft. thick, so
consolidation and associated cracking could be expected to occur.
