III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This permit is in temporary cessation. <br />Records were checked at the offices of Hydro-Environmental Solutions, Inc. after the site inspection. <br />John Weinman (Weinman) was present during the records check. Roy Karo was met on site, but did <br />not accompany Byron Walker (Walker) during the inspection. <br />Availability of Records <br />See the DMG Availability of Records Check Sheet at the end of this report. All required records were on <br />file. <br />Signs and Markers <br />There has been no noticeable change since the previous inspection. Mine identification signs, permit <br />boundary markers, and topsoil mazkers aze up and in good repair. Information on the mine permit <br />identification signs was complete and accurate. <br />Roads <br />There was no noticeable change since the previous inspection. Roads were soft or muddy. No <br />(approved) new road work had been accomplished. <br />Hydrologic Balance <br />Pond 1 was being manually operated (the dewatering gate valve on the primary spillway had been <br />opened) to prepaze (drain the pond down) for primary spillway maintenance. Discharge was measured <br />at 1 gallon/4 seconds (15 gallons/minute, 0.03 cubic feet per second). A representative discharge <br />sample had been obtained by the operator (report by Weinman). There was no discharge from Pond 2 <br />(the level of the pond was estimated at a foot and a half below the spillway invert). The embankments <br />of both ponds appeazed to be in good repair. There was no surface runoff from the disturbed areas of <br />the site. <br />Backfill and Grading <br />There has been no noticeable change since the previous inspection. With the exception of backfilling <br />and grading associated with the laying of underground water lines, no part of the required (eventual) <br />backfilling and grading of disturbed areas has been accomplished (there has been no demolition of <br />structures or reclamation). <br />Sunnort Facilities <br />Repairs had been made to the office building, and it had been recently painted. It is now ready for <br />occupancy. No change was noted in other facilities.
